Carbon Pricing Model Principles Announced By Climate Change Committee

The prospect of an Australian carbon pricing model has advanced as a result of the Multi-Party Climate Change Committee agreeing to adopt and publicly release eleven policy principles to guide carbon pricing mechanisms.

The Committee, in its third meeting in Canberra, said in a statement “Each of the principles builds on the fundamental need to develop and foster lasting community consensus and an understanding of the need for a carbon price.”

The meeting was attended by the Prime Minister Julia Gillard, Deputy Prime Minister Wayne Swan, Greens Leader Bob Brown and Greens Deputy Leader Christine Milne, as well as Federal ministers Greg Combet, Tony Windsor and Rob Oakeshott.


The principles adopted were:

  • Environmental effectiveness
  • Economic efficiency
  • Budget neutrality
  • Competitiveness of Australian industries
  • Energy security
  • Investment certainty
  • Fairness
  • Flexibility
  • Administrative simplicity
  • Clear accountabilities
    Supports Australia’s international objectives and obligations.
